For successful long-term operation, a project must be able to proceed on the merits of its own economic justification.  ARI performs life-cycle economic analyses to evaluate project viability.  ARI has also found that it is necessary to consider financing methods and strategies.  Financing affects not only the economics, but the manner in which projects are planned, procured and constructed.

Financial services that we offer to local governments include capital planning and the development of capital improvement plans for single projects and for multi-year capital improvement programs.  We also provide the economic analyses of proposed capital projects, including feasibility assessments and life cycle cost analyses.

Our ability to develop, or review, financing plans for infrastructure projects makes ARI unique among its competitors in the marketplace.  We are able to provide detailed financing plans, including: scheduling and sizing of debt issues; projecting estimated investment earnings; and preparing cost of service projections, including debt service projections.  We have extensive knowledge and expertise in the actual consummation of both short- and long-term financing, by both public and private entities.   

We also prepare short- and long-term revenue and expenditure projections and general fund budget projections.   We frequently participate in public meetings and presentations to public boards and public interest groups associated with proposed projects.
